Am I correct in thinking we use European adaptors in Beijing and Xian and Australian adaptors in Chengde?

I hadn't heard that distinction but it's certainly true that you may find a variety of sockets depending on where you are in China, as you will see on this website:

I would recommend getting a universal (or global) adaptor as that will cover you for all possibilities - and future holidays.
